Network Management Policy

SEI Communications ("SEI Communications" or "Company") provides this Policy in order to disclose its network management practices in accordance with the FCC's Restore Internet Freedom Rules. Information about SEI Communications' other policies and practices concerning broadband are available at www.seidata.com ("SEI Communications Website").

SEI Communications may modify these policies from time to time, in our sole discretion. All revisions shall be effective upon posting, unless otherwise noted. You agree to be bound by any changes to the policies when you use the services after any such revision is posted. Please review the policies regularly, as it is your responsibility to abide by the current terms at all times. It is the customers responsibility to regularly check their seidata.com email in order to receive possible service effecting notifications.

SEI Communications manages its network to ensure that all of its customers experience a safe and secure broadband Internet environment that is fast, reliable and affordable. SEI Communications wants its customers to indulge in all that the Internet has to offer, whether it is social networking, streaming videos and music, to communicating through email and videoconferencing.

SEI Communications manages its network for a number of reasons, including optimization, as well as congestion- and security-protocol-management. SEI Communications' customers generally will not be impacted by the protocols and practices that SEI Communications uses to manage its network.

A. SEI Communications' Network Management Practices

SEI Communications uses various tools and industry standard techniques to manage its network and deliver fast, secure and reliable Internet service. Such management tools and practices include the following:

  1. Blocking: SEI Communications does not block or discriminate against lawful content.

  2. Throttling: SEI Communications does not throttle, impair or degrade lawful Internet traffic.

  3. Affiliated Prioritization: SEI Communications does not prioritize Internet traffic and has no plans to do so.

  4. Paid Prioritization: SEI Communications has never engaged in paid prioritization. We don't prioritize Internet for consideration to benefit particular content, applications, services or devices. SEI Communications does not have plans to enter into paid prioritization deals to create fast lanes.

  5. Managing Congestion:

  6. SEI Communications periodically monitors the connections on its network in the aggregate to determine the rate of utilization. If congestion emerges on the network, SEI Communications will take the appropriate measures to relieve congestion such as shaping traffic or bandwidth restrictions to speeds purchased by customers. For wireless Internet customers, SEI uses MIR/CIR to guarantee a minimum and a maximum amount of bandwidth for accepting packets of information. SEI Communications is in the process of expanding its network by building out for FTTH upgrades and expanding additional nodes to 10GE.

    SEI Communications also checks for abnormal traffic flows, network security breaches, malware, loss, and damage to the network. If a breach is detected or high volume users are brought to light by compliant, SEI Communications provides notification to the customer via email to phone. If a violation of SEI Communications policies has occurred and such violation is not remedied, SEI Communications will seek to suspend or terminate that customer's service.

    On SEI Communications' network, all customers have access to all legal services, applications and content online and, in the event of congestion, most Internet activities will be unaffected. Some customers, however, may experience longer download or upload times, or slower surf speeds on the web if instances of congestion do occur on SEI Communications' network.

    Customers using conduct that abuses or threatens the SEI Communications network or which violates the company's Acceptable Use Policy, Internet service Terms and Conditions, or the Internet Service Agreement will be asked to stop any such use immediately and may have some network access disabled. A failure to respond or to cease any such conduct could result in service suspension or termination.

    SEI Communications uses QoS and dedicated paths for internal VoIP service. For fixed wireless customers only, SEI Communications will reduce speeds or disable access for an individual if usage is degrading services for other wireless users.

    SEI Communications' network and congestion management practices are 'application-agnostic', based on current network conditions, and are not implemented on the basis of customers' online activities, protocols or applications. SEI Communications' network management practices do not relate to any particular customer's aggregate monthly data usage.

  7. Device Attachment Rules/Application Specific Behavior:

  8. Customers must use PPPoE for authentication of point to point connections between devices on the network. There is a limit of one (1) PPPoE session per account. Except as provided herein, SEI Communications does not currently engage in any application-specific behaviors nor does it employ device attachment rules for its network. Customers may use any lawful applications or devices with SEI Communications.

    For best results, DSL modems, wireless modems, or other proprietary network gateways used on the SEI Communications broadband network should be provided by SEI Communications. Customers may attach devices of their choosing to their modems, including wired or wireless routers, laptops, desktop computers, video game systems, televisions, or other network-enabled electronics equipment. However, customers are responsible for ensuring that their equipment does not harm SEI Communications's network or impair the service of other customers. SEI Communications is not responsible for the functionality or compatibility of any equipment provided by the its customers. Customers are reponsible for securing their own equpment to prevent unauthorized access to SEI Communications's broadband network by third parties and will be held responsible for the actions of such third parties who gain unauthorized access through unsecured customer equipment.

  9. Network Security:

  10. SEI Communications knows the importance of securing its network and customers from network threats and annoyances. The company promotes the security of its network and patrons by providing resources to its customers for identifying and reporting such threats as spam, viruses, firewall issues, and phishing schemes. SEI offers NAT routers/modems to customers. SEI Communications also deploys spam filters in order to divert spam from an online customer's email inbox.

    As its normal practice, SEI Communications does not block any protocols, content or traffic for purposes of network management except that the company may block or limit such traffic as spam, viruses, malware, or denial of service attacks to protect network integrity and the security of our customers. SEI Communications also offers customer-controlled, web-based content filtering by request in some areas.

  11. Network Management Technology:

  12. SEI Communications employs a variety of industry-standard tools, applications and devices to monitor, secure and maintain its network, including the following:

    • network graphing solutions; and

    • software to monitor SNMP network devices

  14. SEI Communications offers broadband service over Fiber, DSL and Fixed Wireless Internet technologies. Pricing and service information for SEI Communications' services can be found under the appropriate Services tab in the menu at the top of this page. Corresponding performance metrics for offered services can be obtained by contacting Technical Support during regular business hours.

B. Network Performance

SEI Communications makes every effort to support advertised speeds and will dispatch repair technicians to customer sites to perform speed tests as needed to troubleshoot and resolve speed and application performance caused by SEI Communications' network. SEI Communications measures availability, latency, and aggregate utilization on the network and strives to meet internal service level targets.

However, the bandwidth speed at which a particular distant website or other Internet resources may be downloaded, or the speed at which your customer information may be uploaded to a distant website or Internet location is affected by factors beyond SEI Communications' control, including the speed of the connection from a distant web server to the Internet, congestion on intermediate networks, and/or limitations on your own computer equipment, including a wireless router. In addition, your service performance may be affected by the inside wiring at your premise. Accordingly, you, the customer, must consider the capabilities of your own equipment when choosing a SEI Communications broadband service. YOur computers and/or wireless or other networks in the homes or offices may need an upgrade to order to take full advantage of the chosen SEI Communications broadband plan.

For the wireless service, SEI Communications measures Bit Error Rate (BER) and the Received Signal Strength Indicator (RSSI) parameters for transmission rates, latency, and traffic every 15 min. For DSL, Fiber and T1 service, SEI Communications measures traffic every 5 min. All services are best effort.

SEI Communications tests each service for actual and expected access speeds at the time of network installation to demonstrate that the service is capable of supporting the advertised speed. Customers may also test their actual speeds using the speed test located at SEI Speed Test on SEI Communications' website or may request assistance by calling our Internet Tech Support at 800-925-6746.

C. Impact of Non-BIAS Data Services

The FCC has defined Non-Broadband Internet Access Services (Non-BIAS) to include services such as Voice-over-Internet-Protocol(VoIP) or IP Video services offered by broadband providers that share capacity with Broadband Internet Access Service (BIAS). These services, previously known as "Specialized Services," are offered by the provider over the last-mile facilities.

SEI Communications provides Voice-over-the-Internet-Protocol (VoIP) to its fixed wireless customers. The VoIP traffic uses private RFC 1918 addresses, dedicated paths for VoIP and QoS on the routers/switches it touches. The QoS priority is based on the source and destination IP. Where VoIP traffic is combined with best effort Internet traffic and QoS priority is employed, the network could endure marginal delays if there are instances of bandwidth contention, although very unlikely.
